Over the last decades there has been a growing interest on developing research and formulating public policy by using the Innovation Systems approach. However, as evidenced on the academic literature there is a lack of systematic, chronological and synthesizing studies indicating how this field has evolved over time. This paper has as main objective to consolidate the state of the art of academic research on IS, based on a bibliometrics study on literature published over the past 35 years. The results are discussed under the following perspectives: general results, chronological distribution, author relevance, articles and cited references of relevance, journals relevance and institutions and countries relevance. The paper ends with a discussion of the main implications and limitations of the study.

National Innovation System (NIS) is the term used by scholars and policy makers to describe the emerging scientific and technological structures and processes of a nation that influence economic and social development. The last decade has seen a growing research interest in the innovation systems of different economies in order to better understand the factors that determine their economic and social development. This paper addresses the complex industry-university relationship using as theoretical framework the NIS concepts and as an analytical method, System Dynamics (SD) which is specifically designed to evaluate complex systems. Later, some international comparisons between Brazil, Russia, India and China (BRIC) are introduced in terms of industry-university partnerships.

Evaluating innovation competence and practices is a significant and complex issue for many contemporary organizations and it presents itself as a challenge for forthcoming initiatives. In this article, we present the case study of a small hightechnology firm. Cianet Networking is a digital communication solutions manufacturer in Brazil that went through the implementation of an innovation management assessment system. This article reports the challenges the firm faced through the diagnosing/benchmarking and action plan proposal phases as well as the challenges facing the implementation phase. This system helped the firm to understand their strengths and weaknesses as well as to establish action plans in order to achieve higher performance. Since the beginning of the implementation, the results have corroborated the firm´s positive operational outcomes.

This paper presents an initiative developed in Brazil for Innovation Management benchmarking: the Benchstar Methodology (BM). The application of BM in a Brazilian technologybased SME is presented and discussed as well as the company’s position in relation with the market’s worldleaders. The experiences gained by the case company in this process facilitated the identification of the causes that were preventing it to reach higher performance levels and also, the establishment of corrective actions. The BM may be used as a startpoint for Brazilian SMEs looking to measure their relative level of innovation.
